The blog is a view of life, science, politics and education from an engineering perspective. As engineers, we are taught to view the world objectively. We can hope, believe and calculate a particular outcome, but natural laws are inflexible and pay no heed to who we are or what we believe. We must approach the objective dispassionately, while compensating for our own distorted perceptions. Balance is also a key element; balancing between the ideal and the pragmatic, balancing cost and functionality, balancing analysis with action, etc.
Scheduling routine critical self-analysis is the foundation to objectivity. If we do not fully understand and compensate for our own failures, tendencies, habits and skewed thought processes, we will not see the world as it is. Without a regular critical self-analysis we will see the world as we are and then fall prey to self-delusion.
Failure is a great teacher. When failure is coupled with perseverance, it produces the fruit of patience and humility. An engineer, fresh out of engineering school is typically set up for failure early and often. The failure breaks the new engineer of any ideas of self-importance, arrogance and book smarts. Only then can the new engineer be formed and molded into a productive element in the industry.
Thanks,
Bernie
Tammy Baldwin
After watching the Senatorial debate last week, I decided to find out who Tammy Baldwin is and what she believes.
Tammy Baldwin voting record
Baldwin was elected in to the 2nd congressional district in1998 and has a solid record of voting for socially liberal policies; abortion, gun rights, welfare, immigration and marriage. She has voted against military funding and military actions, voted against sanctions against Iran four times, voted for major expansions of government, voted against trade resolutions and has a mixed record on oil drilling. Needless to say, she will not get the endorsement of the NRA, National Right to Life or conservative Tax policy groups.
I had noticed a shift in Baldwin’s voting record in 2010. From 1999 to early 2010, she voted with Judy Chu, D-Calif., Linda Sanchez, D-Calif. and Jan Schakowsky, D-Ill. In mid 2010 she began voting with the Democratic Party mainstream at a higher rate. Coincidentally, the change in voting pattern happened about the same time that Senator Kohl announced that he would not seek re-election.
Dan Bice of the Journal/Sentinel recently noted that Baldwin had received $60, 000 in campaign donations from a Pro-Iranian group, Council for a Livable World. This might explain her opposition to even the mildest sanctions proposed by President Obama in 2011.
Other unique positions:
Baldwin voted against honoring the 9/11 victims. The vote was meaningless, but it did put her in the national spotlight for a few weeks.
She co-sponsored a bill to remove funding for the defensive armament and medical care of US troops in Iraq and Afghanistan. This affected items such as Kevlar vests and helmets.
She voted against the Bush tax cuts and subsequent middle class tax relief.
I have reviewed Tammy’s voting record since 1999 and I have placed all of the votes into three categories; votes on inane bills, votes for the positions on which I agree and votes against positions on which I agree. I will not address the votes on the inane bills. I really don’t care if she did or didn’t vote to make the daffodil the national flower.
A few of the major Bills on which Baldwin and I disagree (listing all of the bills is not practical):
HR 1691, July 15, 1999 Religious Liberty Protection Act
H Amdt 142, June 8, 1999, Prohibition of Chemically induced abortion

Numerous trade agreements with South American and African countries
Voted against every military appropriations bill, except one
Voted against every sanction against Iran, except HR 1954 which was more of a generic sanction against nations that sponsor terrorism.
Voted for over 45,000 “earmarks”
These are the votes on major bills that Tammy and I agree on:
H Res 292, June 3 2011, Ground Forces in Libya. She voted against using troops or getting involved in the Libyan civil war.
H Amdt 72, April 20, 2005, Arctic National wildlife Drilling amendment. She voted to drill in ANWAR
HR 339, March 10, 2004, Food Industry Obesity Act “Cheeseburger Bill”. Tammy believes that people have no right to sue a food establishment if they become obese, “Don’t blame anyone else for the abdication of your own responsibilities.”
H Con Res 42, March 11, 1999, Kosovo Peacekeeping Operations. No troops to Kosovo
Memberships:
Member, American Civil Liberties Union of Wisconsin (ACLU)
Member, International Network of Lesbian and Gay Officials
Member, National Association for the Advancement of Colored People (NAACP)
Member, National Organization for Women
Member, Wisconsin Citizen Action
Clearly, Tammy and I are on opposite ends of the political spectrum.
Pros:
Tammy has voted against her party many times; showing independence. She has clashed with Pelosi on more than one occasion. As a result she is not the chairperson on any major committee despite her long tenure in the House.
Cons:
She did not vote with Democrats on numerous bills because she is well to the left of mainstream Democratic thought.
Baldwin was very outspoken against the Affordable Care Act as were all of the Republicans…but for different reasons. She did not think the Affordable Care Act went far enough. In the end, she voted for it because she thought it was a step in the right direction.
While she voted against holding fast food establishments responsible for the obesity of its patrons, she voted for holding the gun manufacturers responsible for the firearm crimes. I think that this is a bit hypocritical.
Baldwin employs David Stacy, a registered lobbyist, on her staff, yet she condemns the lobbying activities by Thompson. Baldwin has also received many donations from multiple lobbying groups; $216,743 from EMILY’s list, $54,865 from the JStreetPAC, $65,800 from Democracy Engine, etc. If she opposes lobbyists and lobby groups, she should return the money that she had received from lobby groups.
Her vote against honoring the victims of 9/11 (H Res. 994) is odd and she attempted to explain her “no” vote by decrying what she called the endorsement of “highly controversial measures.”
H. Res. 994 is outlined below;
“extends its deepest sympathies to the spouses, children, mothers, fathers, and other loved ones of the victims of September 11, 2001;
“honors the heroic actions of first responders, law enforcement personnel, State and local officials, volunteers, and others who aided the innocent victims and bravely risked their own lives and health following the September 11, 2001 attacks;
“extends its deepest gratitude to military, intelligence and law enforcement personnel serving both at home and abroad in the global war on terrorism and for the sacrifices of their families and loved ones;”
I can’t imagine what is controversial in the measures listed.
My recommendation:
While I am not a big fan of Tommy Thompson, I think he will do less damage than Tammy Baldwin.

There are certainly many similarities between Obama and Baldwin, but Baldwin voted against quite a few of Obama's bills and resolutions. She voted against the Obama sponsored sanctions against Iran.
The latest Baldwin vote was on H.R. 3409: Stop the War on Coal Act of 2012. She voted with those who plan to kill coal as a form of energy. Coal is an abundant energy source (providing thousands of jobs to miners and manufacturers) and we should be looking for more ways to use it; not to kill it.
MGarber - Oct 23, 2012 10:06 AM
As it calls for eliminating federal standards for the disposal/storage of coal ash (nasty stuff), Im not sure she was wrong.
Pierre Del Norte - Oct 23, 2012 10:35 AM
Forgive me if this is too harsh, but Tommy Thompson is one "toxic-waste-dump" of a man.
Bernie Ziebart - Oct 23, 2012 11:24 AM
Many concrete manufacturers are using the fly ash as fillers in concrete. Currently about 20% of all fly ash is being recycled into concrete. I think this number will increase over time.
I am firmly opposed to killing the coal industry. Instead of dumping billions into solar and wind, the money should be investing into making coal more desirable; clean burning, deal with waste by-products and processing the coal to reduce sulfur content. The gasification of coal should also be part of our energy solution.
Pierre,
I had met Tommy when he was the governor. He is a decent man, but a little too much of a deal-maker for my taste. He claims that he is pragmatic and that his ideal is to do what works.
Although not ideal, he is far better than the train wreck that is Tammy Baldwin. She is dangerous; dangerous to our economy, dangerous to our individual liberties, dangerous to our energy independence.
When Tommy was governor, the state was in decent shape. He didn't drive it off of the fiscal cliff like Doyle. I don't have a concern about his ability to make the right decision.
Pierre Del Norte - Oct 23, 2012 1:03 PM
Let's be very clear here. Thompson was a four term Gov. who left for DC in 2001 to be Bush's Sec. of HHS. When he left he also left a $3.1 billion deficit for the taxpayers of WI. He was Gov. during the greatest economic expansion in post-war history. He could not even balance a budget when times were really, really good. What a JOKE!!!
He was the one who drove off the fiscal cliff and left Doyle to clean up his mess. Unfortunately, Doyle had the Bush economic disaster to deal with as well.
You just can't say stuff Bernie.
And let's not forgets this award winning performance -

Just one sorry pathetic excuse for a human being, I mean "toxic-waste-dump."
MGarber - Oct 23, 2012 1:08 PM
Excellent! When that figure hits 100%, the issue will be resolved. Until then Id rather not see deregulating the disposal/storage of the other 80%.
"I am firmly opposed to killing the coal industry."
As am I. But this bill isnt the way to save it.
Bernie Ziebart - Oct 23, 2012 2:39 PM
Of course, dealing with coal by-products is not ideal. But the current EPA guidelines is using the fly ash dilemma to kill the coal industry. The EPA is engaging in an appalling over-reach. Instead of killing an industry, let's figure out what to do with the coal by-products.
It is situations like this that cause me to want to de-fang the EPA. Their lack of common sense is startling.
I think that the EPA ruling against coal is part of a bigger plan. As I recall from an article:
"In a press interview with the San Fransisco Chronicles, Barack Obama promised to bankrupt the coal industry.
Barack Obama was very blunt on what he felt the effect on the coal industry would be. He said, "So if somebody wants to build a coal-powered plant, they can; it's just that it will bankrupt them because they're going to be charged a huge sum for all that greenhouse gas that's being emitted.""
Bernie Ziebart - Oct 23, 2012 2:48 PM
With Scott Walker cleaning up Doyle's mess in a horrible Obama economy.
And yet Tommy is light years better than Tammy. Please don't believe the Tammy Baldwin campaign lies. Whenever her ads appear, you need a little flashing light to signal an alert, "You are about to be subjected to bold-faced lies, don't believe a word of it."
Tommy is a decent guy that I would be proud to vote for. For course I would be more proud to vote for Hovde or Fitzgerald, but it's what we have. In comparison to Tammy...let's just say that I will never vote for Tammy under any scenario. She is right there with Obama.
Bernie Ziebart - Oct 23, 2012 3:24 PM
For example, Democratic representative Dan Boren is a very decent guy with whom I would have few reservations in voting for. Dan represents just about the last of the moderate Democrats. About 10 years ago, the moderate Democrats began disappearing.
Even locally, very respected and likable Democrats like Peggy Krusick, Jeff Plale and Jason Fields were eliminated in the Democratic primaries. I particularly liked Jason Fields. He was thoughtful, reasonable, well spoken. While I didn't agree with him on everything, I could understand his perspective.
In exchange for three thoughtful Democrats we have three very shrill, hard-core ideologues. There is nothing resembling moderation in these politicians.
Rep. Tony Staskunas, a Catholic anti-abortion Democrat from West Allis, chose not to run for re-election this year after nearly 16 years in the Legislature. Part of the reason, he said, was the feeling that he no longer fit in within the more partisan and confrontational statehouse. Staskunas was also feeling pressure from groups like Wisconsin Progress and saw the fate that befell Fields and Krusick.
Staskunas frequently butted heads with Mike Tate and party leadership. He knew that Tate would run a candidate in the primaries that was more in-line with the party's ideology.
"I just looked around and said, 'Boy, is there room for some moderate person in the Legislature?' I decided no," Staskunas said. "I don't think it bodes well."

I have read Chapter 4 of HR 3409 "MANAGEMENT AND DISPOSAL OF COAL COMBUSTION RESIDUALS"
http://www.govtrack.us/congress/bills/112/hr3409/text
This is hardly a de-regulation. The limitations on fly ash storage is extremely arduous. When storing the fly ash, the ground surrounding the facility must be constantly monitored. The air around the storage must be monitored for wind-borne ash. The ground water must the monitored for leakage into the ground water. Hydrological studies must be provide before and after construction of the storage facility. Engineering studies must be performed on the storage facilties. A regular inspection program must be developed and the fines of non-compliance are steep.
I am not sure what standards are being eliminated in the storage and processing of the fly ash.

Here is an example of exactly what a complete phoney Thompson is.
When Bush was considering him for a cabinet position, Tommy wanted Sec. of the Dept. of Transportation. Why? Because he wanted to build-out his pet project - high speed rail.
When Gov. eagle-scout needed an issue to run on in 2010, the RNC told him to use HSR and they would give him cover.
Old Tommy bent over and took a big one for the party.
If you can't stand on principle, I guess you just bend over for it.
Is that right Bernie?
Pierre Del Norte - Oct 23, 2012 7:20 PM
That is a complete crock and you certainly know it.
Scooter had the opportunity to actually do something that, up until then, he only had wet dreams about - BUST Teacher and Public Employee unions.
Oh, and if that wasn't enough, what better way to punish your political enemies? Balance a REPUBLICAN (TOMMY's $3.1B) deficit on their backs.
Gov. Eagle Scout is just a greasy little rodent-punk and fat Tommy is "Toxic-Waste -Dump" of a man trying to pass himself off as a human being.
Oh wait - was that too harsh Bernie?
Pierre Del Norte - Oct 23, 2012 7:31 PM
You are a thinker and this is kind of a philosophical question.
Why is it that the radical right wing of the republican party (which is pretty much the whole party) so easy to call-out for their unmitigated hypocrisy?

the liberal. Ironically enough they all call the liberal an idealog.
It seems that to conservatives liberal democrat can not do anything right a
conservative republican can not do anything wrong.
What I rarely see a conservative critique is the republicans and conservatives
themselves. They are quick to judge and critique a liberal put rarely put their own
kind under the microscope.
But then again no one likes to discuss their own short comings it is always easier to
discredit and criticize the other side.
WFB resident - Oct 23, 2012 8:27 PM
any short comings ! Bush was a rhino . Mitt is a rhino ! Walker is decent ! Doyle is a
crook ! The o is worse than a crook ! Barrett is (who knows) collecting a check ! I
am self deprecating oldman who laughs at PDLS's !! lol...
Bernie Ziebart - Oct 23, 2012 9:32 PM
I think that your strong opinions are blinding you to reality.
I have repeatedly in many venues and locations that Tommy is not my first choice for Senator. He doesn't stand on principle. He is a deal maker. He supported high speed rail. I disagree with him on at least 40% of his decisions, but I disagree with Baldwin on about 95% of her decisions. The choice is easy for me.
Republicans aren't the only hypocrites there are plenty of Democratic hypocrites.
Walker did not bust the teacher's union. They still have every opportunity to unionize. However, the teacher unions can't hold the state hostage with ever increasing demands. I would love to retire at 52 move out of state and get 2 pensions along with a cadillac health care plan. Unfortunately, there are too many retired teachers to support at this level. When a small school district is spending 20% of their revenue on retiree benefits, something is wrong.
ExToDr,
If you read my 3:24 posting, I list a few democrats that I consider thoughful, reasonable and well spoken. I doubt that you can look across the isle to find anything positive.
It is also apparent that you don't read too many of my blogs. I am much tougher on Republicans than I am on Democrats. I have reserved my harshest criticism for Dale Schulz in his rejection of the mining bill. I expect more from a Republican than what his mental capacity can provide.
georgedubyabush - Oct 24, 2012 9:00 AM

This from the guy who admires the writings of the guy whose mental capacity is
equivalent to that of my lawn furniture.
Ya crack me up, bernie!
Speaking of guv eagle scout, when do you think John Doe will catch up with him?
You know it's just a matter of time.
Pierre Del Norte - Oct 24, 2012 9:54 AM
Is that a pathetic attempt to insult my intelligence?
You tell me Bernie - What exactly is there left to bargain collectively for?
And what exactly was the purpose of requiring annual re-certification?
You are pathetic Bernie - just pathetic.
Mucho - Oct 24, 2012 11:32 AM
The response from the Left mirrors the actions taken against Senator Kedzie's son. Bitter rebuke and name calling. Not sure if Bernie meant what he wrote or was just extending an olive branch to prove a point about how intolerant some of you are.
As an aside - The mockery of the Eagle Scout accomplishment is telling.
