Tami: What a tangled web life has become. Did former Pres. Bush declare the emergency simply to help DC pay for the event or was his motive to add more debt to Pres. Obama's legacy?
We all know that insurance companies will use any excuse to drop you or not provide the benefit. so you raise an interesting point. I would hope that somewhere in the language of the law that possibility was addressed.

Ref - I'm hoping that it is addressed, but I sure can't find it anywhere. I know that in our case, if we are not at our Doctor's office or the designated hospital, it is considered 'out of network'. That means a 26k deductible and only 70% coverage after that.
As for the Inaugural Declaration of Emergency, it looks like Bush did it since it covered several days before and after the ceremony. It would have also allowed FEMA/govt. to partake of the 15 million budgeted in the event an emergency occurred. I wonder how much is budgeted in that area of government based on what the emergency is for and where the money comes from?

Tami: The mayor of the District of Columbia (Adrian Fenty) requested the emergency status from President Bush. He asked Bush for such a declaration on January 7th, 2009. Given that crowd estimates for Obama's Inaugaration were around 2 million people, the mayor feared that the city would not be able to ensure the safety of so many people without additional help. Bush obliged, and his emergency declaration gave the D.C. the ability to tap into FEMA funds beyond the $15 million set aside for the day, if needed. A temporary measure for one day. And imagine if Bush wouldn't have approved the additional funding for safety and something happened. The media and Obama could have blamed Bush for that, for years to come. And they would have - you can bet on it!

Amy - The emergency status was for Jan. 17 - 21, 2009. (See link above) I'm assuming that with the advent of the Homeland Security during the Bush years, this also may have had something to do with it. We will see if they enact this again for the next inauguration.

Sorry. So it was for three days - my bad. Still, I stand by my claim that if Bush HAD NOT complied with the mayor's request to declare an emergency (and note: not a "national" emergency) during the inaugaration of Obama, and something bad happened - who would have been blamed? Bush. And now looking back, people can blame Bush FOR declaring the emergency. The guy just cannot win.
