KMSD starts master planning process

Village of Wales - The Kettle Moraine School District (KMSD)recently initiated a master planning process to assess its educational facilities and to establish short- and long-term priorities for facilities and technology needs, including capital maintenance, upgrades, replacements, furniture, equipment, renovations and construction.

The district has contracted with architectural firm Eppstein Uhen Architects (EUA) and construction management firm J.H. Findorff & Son to facilitate the research and development of a comprehensive, districtwide master plan.

According to EUA President Rich Tennessen, a master plan reflects the shared values, needs and priorities of all stakeholders and supports the work of the district.

"Actively informing and engaging the community throughout a master plan process is critical as input gathered from stakeholders directly impacts the success of long-term planning," said Tennessen.

EUA and Findorff are working with the district on a comprehensive facilities and technology needs assessment of all district buildings as part of the first step in the master plan process. Their report will include a detailed analysis of building conditions, handicapped accessibility and code compliance, security, technology infrastructure and instructional spaces. EUA will present the findings to the School Board at 7 p.m. Tuesday, Feb. 19, in the high school library media center. A special master planning board workshop is Tuesday, Feb. 26, to allow further discussion on study findings and to establish general priorities and community engagement.

"Completing this assessment is the first step in a methodical and deliberate facilities and technology planning process that will take place over the coming months. A master plan will guide the district in making sound business decisions that protect our communities' investment in public schools and our shared expectations for student achievement," said Superintendent Pat Deklotz.

The final payment on the district's existing debt will be made by 2016. According to KMSD Chief Business Officer Susan Graham Balzer, "The retirement of debt provides a "window of opportunity" under which the district could address future needs with the current lower interest rates.

With the analysis, the School Board will establish priorities and goals that guide the exploration and development of facility and technology planning. EUA and Findorff will then develop general concepts and related costs . This work is expected to be accomplished by the end of April. The district will invite the community to review preliminary ideas and share feedback through a series of community workshops in early May as well as an inclusive communitywide survey in September.
