Summit Village Board members to discuss resident survey, ball field debate in February
Village of Summit - Discussion and action on a possible survey conducted by the University of Wisconsin-Extension for village residents will be explored at the February Summit Village Board meeting.
Village leaders began looking into the option after a group of residents opposed gas station zoning in the new master plan that was adopted a year ago.
In prior discussions regarding a possible referendum on the issue, some village officials felt that a referendum would be too limiting and suggested a survey which could be used to determine residents' outlooks on other issues as well.
"We've been talking about doing this for about a year," said Village Administrator/Planner Henry Elling.
"The Village Board did ask me to request the presence of Jerry Bratz from UW-Extension at the Feb. 7 meeting, along with an outline of what a survey could accomplish for the village," he said.
Discussion and action on modifications to the License Agreement with Oconomowoc Area Baseball Club (OABC) for use of facilities at the Village Park was tabled until the Feb. 7 meeting.
The postponement was caused by the cancellation of a meeting planned by the club to discuss the issue before the Village Board meeting, due to inclement weather.
At the center of the contentious matter is the demand for ball fields in Summit.
The OABC has exclusive rights for use of the fields. In early 2011, the village and OABC entered into a five-year licensing plan for three new baseball diamonds constructed at Dousman and Genesee Lake roads, giving the club exclusive rights for use of the fields.
The five-year deal will expire Dec. 14, 2015, with an option for additional one-year continuations thereafter.
Discussion of a plan to construct a fourth field would mean the agreement between OABC and the village would need to be modified. Some residents said that action would stop the clock on the existing agreement and urged board members to renew the agreement to start the clock ticking toward an end to OABC's exclusive rights.
The parents are frustrated with the times their children, who are not part of the OABC, can use the field.
The village announced a change in its fire protection services at the recent meeting.
"The Dousman Fire Department has now absorbed all assets of the Summit Fire Department and is serving the entire Village of Summit. The Summit Fire Department is disbanded," Elling explained.
