Pewaukee seeks way to pay for new pier
Village of Pewaukee - The clock is ticking if the village wants to have a public pier this summer.
The old pier was removed at the end of the summer for good, because it wasn't safe for continued use; it was built in 1997. No companies are willing to repair or rehash the old pier, either, for liability reasons.
"Aqua-Doc said that they could turn it around for us in two months. So if we wanted to put it in in early May - because that's open of season for fishing - we'd essentially have to get the approval pretty soon," said Pewaukee Park and Recreation Director Kelley Woldanski.
She's secured a few bids, and the most competitive so far also includes an impressive warranty. "The company did get in writing … warranty information for the pier: 25 years for the framing and decking products, and a 15-year warranty on the floats," said Village Administrator Scott Gosse.
The new plans, too, are similar, but the pier would be built with composite decking instead of wood decking.
"The only thing I have to say, looking at this and going over this, is that it's built a lot heavier and stronger," Paul Evert said.
The project would cost more than the Village Board originally budgeted, however. Trustees included $43,800 in the 2013-15 capitol improvement project (CIP) budget for the purchase of a new fishing pier. The cost from Aqua-Doc is $109,235, about $65,000 over the budgeted cost.
"I guess my only concern is where is the money going to come from? Because, unfortunately, we only budgeted $43,800," President Tom Calder said.
There are no guarantees that grants could be available for the project, and, if the village were to apply for them, applications wouldn't be reviewed until after May. Even if it is awarded a grant, the village wouldn't see the money until midsummer or early fall.
Keep in mind that it will take two months to build the pier, starting after the agreement is signed and Aqua-Doc receives a 50 percent down payment.
But there might be a solution to the financial dilemma. The village has recently saved a significant amount of money through other aspects of the CIP. When the funds are settled and brought to the board, the savings could be allocated to cover the additional costs of the pier, according to Gosse.
Trustees will take up the issue again at their next meeting.
"I would just say that not having the fishing dock pier this summer is not acceptable. We've got to find a way to do it. And if you were sitting in this chair as a citizen, and we were talking about 60-something-thousand-dollars that's unbudgeted, knowing full well we overtaxed the citizens pretty much that exact amount - I'd have a hard time telling them they're not getting a fishing pier," Trustee Joe Zompa said.
