$1 million YouthBuild Grant awarded to WOW

Waukesha, Ozaukee, Washington (WOW) Workforce Development, Inc. received a $1.1 million YouthBuild Grant to serve youth in Waukesha County.

YouthBuild Grants are awarded on a competitive basis to non-profit organizations to assist high-risk youth between the ages of 16-24 to learn housing construction job skills and to complete their high school education.

In YouthBuild programs, low-income youth work toward their GED or high school diploma while learning job skills by building affordable housing for homeless and low-income people. Strong emphasis is placed on leadership development and community service.

Waukesha County Youth will be recruited from local high schools, youth serving agencies, building associations and project partners. Participant referrals may also include individuals who have been in the juvenile justice system, youth aging out of foster care, high school dropouts and others.

The applicant screening process will include a "boot camp" designed to simulate actual Building Futures program expectations. The boot camp will also include a needs assessment to connect participants to appropriate supportive services.

Project partners include WOW Workforce Development Board, La Casa de Esperanza, Waukesha County Technical College (WCTC), Waukesha Housing Authority, Metropolitan Builders Association and WRTP/BIG STEP.

WCTC will be responsible for adult basic education and occupational skills training. The Waukesha Housing Authority (WHA) is responsible for construction management; and WRTP/BIG STEP will be responsible for pre-apprenticeship training to interested youth.

The occupational skills instructor will leverage an existing nine-month carpentry program that includes a blend of classroom theory and hands-on experience. The hands-on experience will occur primarily on the work site, identified and owned by the Waukesha Housing Authority.

Upon successful program completion, youth will have earned a GED or HSED and a Carpentry Technical Diploma from WCTC. Youth interested in an apprenticeship will participate in pre-apprenticeship training provided by WRTP/BIG STEP and be connected to the State Bureau of Apprenticeship. Participants will be paid a stipend for time spent on the worksite.

Youth will participate in a leadership development program that will be created and delivered by La Casa de Esperanza. Participants will have opportunities to apply learned leadership competencies through community service projects.

La Casa will connect youth to personal and occupational mentors; union and non-union employers; and to various services in the community including La Casa programs and the Waukesha County Workforce Development Center. Eligible youth will be co-enrolled in the Workforce Investment Act Employment and Training Program (WIA).
