2009-10 budget hearing at annual meeting

On June 22, the Board of Education approved the Preliminary 2009-10 District Budget and property tax levy. The next step in the process is the budget hearing and annual meeting, which will be held at 7:30 p.m. Monday, July 27, in the High School Library.

As a common school district, Mukwonago Area School District is required by law to hold an annual meeting for every budget cycle. The purpose of this meeting is to provide the members of our school community with the opportunity to share their views on the District's operations and to have a chance to vote on the property tax levy.

The budget hearing, which will be conducted by the board during the annual meting, provides an opportunity for the board to explain the District budget and to hear comments and suggestions from the citizens. The annual meeting has no authority to change specific budget items.

The Board of Education will take final action on the budget and levy in October. At that time the District will know its certified state aid and the results of the third Friday pupil count in September. The school board, on or before Nov. 1, has the duty to vote a tax sufficient to operate and maintain the school district if the annual meeting fails to do so. Further, if the annual meeting votes a tax that violates statutory revenue limits, the school board must lower the tax to bring it into compliance with the revenue limits (§120.12(3)).

One of the powers of the Annual Meeting is to authorize the purchase of property. On the agenda this year is the potential purchase of a new facility to replace the existing District Office. Additional information on this item will be presented at the meeting. Anyone wishing to tour the existing facility is welcome to stop by from 7:30 a.m. to 4 p.m. Monday-Friday.

When looking at the District's budget, it is important to understand the impact that state legislation has on the District's operation and the property tax bill you receive every December. In the mid-1990s the State of Wisconsin imposed revenue limits on all public schools and promised to fund two-thirds of public education on average in the state.

In recent years, the District has realized significant swings in the level of aid certified and received from the State of Wisconsin. Since state aid and the local tax levy have an inverse relationship, these swings in state aid have resulted in the opposite movement in the local property tax levy.

For the Preliminary 2009-10 Budget, the Board of Education has used the number provided by the Legislative Fiscal Bureau which showed a likely 4.8 percent decrease in aid.

Since this time the governor has signed the 2009-11 state biennial budget and according to current estimates the Mukwonago Area School District will loose nearly 10 percent of state aid in comparison to last year. As the State of Wisconsin continues to pass the burden of funding public education from the state level to the local level, it is very conceivable that the local tax levy will increase to fund this transition.
