Trustees violate village code

Village of Lannon — Nine property owners - including two trustees, one of them a member of the Plan Commission - have been told to either clean up their properties or face possible prosecution and fines for violation of various village codes.

The violations vary from a failure to complete landscaping work to illegal storage of junk and unlicensed vehicles as well as the accumulation of litter, rubbish and debris outside of buildings on the properties.

All but one of the letters was issued on Sept. 9. An Aug. 31 letter was issued to Trustee Terrell Gissal and his tenant, Jahnke Landscaping of 20172 Good Hope Road, for failure to remove materials and vehicles stored on the property and completing landscape work.

Another trustee, Jerry Newman, who is also a member of the Plan Commission, was cited for failure to complete landscaping on property he owns at 7082 N. Townline Road.

Newman said he encouraged Building Inspector Bob Blankenheim to begin more strictly enforcing village codes which would help improve the village's image.

Newman said improving the village's image was an important part of the village's transition during recent years from a community has that relied upon small industries and quarries for its real estate tax base to a community that intends to rely more in the future on residential development.

Newman described the letter he received as an "experiment" he was making into whether the enforcement process was working.

Gissal could not be reached for comment.

Blankenheim said Newman and Gissal were treated in the same manner as other village residents.

He said he spoke with the two trustees on several occasions about the violations and asked that they be corrected.

Since the violations have not been corrected, according to Blankenheim, the trustees were sent enforcement letters along with the other residents.

Blankenheim said in most cases such letters are not necessary because residents usually begin correcting the code violations after he has discussed the code violation with the property owner.

Newman said he had delayed completing the landscaping work because he was waiting for some fill dirt to settle on the two approximately 60-foot long berms he had constructed along both sides of a building he owns on Townline Road.

De la Mora confirmed that village officials had decided about three years ago to begin more stringently enforcing village codes in order to improve the appearance of the community. He said he and Blankenheim initially had been focusing on the most severe violations of the code and over the past few months have been addressing less offensive violations.

In addition to the two trustees, letters were also received by Eckhard and Janis Ankerstein of Good Hope Road, David Dronen of West Main Street, Art Freiboth of the Lannon House on Good Hope Road, Garry F. Joecks of Main Street, Gary Warnke of Olympic Auto Body on Edgewood Drive, Bruce and Elizabeth Phillips of Betty Ann's Antiques on Lannon Road and Retro Tech Inc. of F&W Court.
