Sussex cuts down on biz, industry zones

Village of Sussex — The Village Board voted unanimously last Tuesday to simplify its business and industrial zoning descriptions, cutting them down from 11 categories to seven.

Six business district categories were slimmed down to four. The new B1 zoning will cover businesses on the edge of a residential district. B2 will cover large retail stores like Kohl's, Shopko and Pick 'n Save. B3 will cover small-to-medium stores and strip malls. B4 will continue to designate the downtown mixed business and residential district.

Five industrial zones were cut back to three. The new M1 zone will cover heavy manufacturing, like Quad/Graphics. BP1 will cover business parks, like the Corporate Center at Highways K and 164. OP1 will cover office parks and medical complexes, like those anticipated along the Highway 164 corridor.

The village is also looking at extending the boundaries of the downtown B4 district to include more residential homes, but won't act until public hearings on the issue in March.

That would allow homeowners in the extended downtown zone to sell their properties not only to other potential homeowners, but to retail businesses as well, Assistant Village Administrator Jeremy Smith explained in an interview last fall.

The original impetus for the zoning changes comes from state mandates that require local governments to conform their zoning codes to the state's "smart growth" planning guidelines. Those guidelines also call for greater simplicity in the codes, Plan Commissioner Steve Pellechia told the Sun in an interview after last November's Plan Commission meeting.

The opportunity for homeowners to sell their properties to residential businesses would likely come in the form of groups of properties sold to commercial real estate developers, he added, not one-on-one sales from homeowners to individual businesses.
