Architectural Board OKs Meijer site plans
Plan Commission will now review plans
Village of Sussex - Village officials continued last week "crossing the Ts and dotting the Is" for the eventual approval of construction of a 200,000-square-foot Meijer at highways 164 and K.
The Architectural Review Board (ARB) unanimously voted to recommend to the Plan Commission the site, landscaping, parking, building and structure, signage and lighting plans submitted by the developers.
The ARB's action recommends approval of plans that are intended to implement a conditional use permit approved earlier this year by the Plan Commission, according to Village Administrator Jeremy Smith.
The conditional use permit is contingent upon permit approvals by the Wisconsin Department of Natural Resources and the U.S. Army Corps of Engineers. Those agency approvals are not expected until later this year.
The corps has raised questions about the possibility that a proposed gas station and convenience store, east of the grocery and retail store, may encroach on wetlands.
The issue cannot be resolved until vegetation begins to grow in the spring. Then, the DNR, corps and company officials can determine whether the development will encroach on wetland areas.
Meijer officials recently abandoned plans to build a similar store in Franklin because wetlands were identified near the site. The grocery store encroached on the wetlands and could not be relocated on the site, according to company officials.
A company official said last week said the wetlands at the Sussex site only affect the possible location of the gas station and convenience store, not the grocery and retail building.
The ARB recommendation came on a single vote on a three-page motion that outlined some of the details of each seven different site and facility plans submitted by Meijer.
The ARB concluded, "the building has been sited on the property in such a manner so it would not necessarily destroy or substantially damage the natural beauty of the area."
The ARB also concluded site has been designed so it does not adversely affect property values on neighboring lands or have an adverse impact "on the beauty and general enjoyment" of existing land and structures.
Three Lisbon families who live near the site and have raised objections to the project did not attend the ARB meeting.
